On 16 July 2025, the European Commission, PPMI (part of the Verian Group) and TNO hosted the online workshop “Decentralised data and service architectures for Web 4.0”. The session brought together stakeholders from across the globe, representing public authorities, industry, academia, civil society, and the technical community. Participants connected from a total of 16 countries, including the United Kingdom, Egypt, Austria, and Uganda.
The workshop aimed to explore Web 4.0 futures and identify both technological and policy levers for shaping decentralised data and service architectures. Through breakout discussions, participants worked on assessing technological drivers and barriers for different decentralised futures. The workshop was led by Ming Chen, Tom Barbereau and Ron Oren.

The workshop took place in the context of the pilot project “A Space for the Metaverse – Virtual World and the transition to Web 4.0” led by PPMI (part of the Verian Group) in collaboration with TNO for DG CNECT. The project examines technological developments relevant to Web 4.0 and virtual worlds and supports a global dialogue on governance aspects.
